In accordance with Sections 17 and 28 of the Planning Act, R.S.O. 1990, as amended, a Statutory Public Meeting will be held by the Council of the City of Kenora at the following time and location:

A Community Improvement Plan (CIP) is a tool that allows the City of Kenora to encourage and stimulate economic development and community revitalization through financial incentives. The City of Kenora currently has three CIPs in effect: the Keewatin CIP, the Harbourtown Centre CIP, and the Former Mill Site CIP. The City is proposing to amend the existing CIPs as follows:
- Expand the landscaping grant in the Keewatin CIP;
- Add housing grants and incremental tax incentives in the Harbourtown Centre CIP;
- Add housing grants to the Former Mill Site CIP; and
- Expand the Former Mill Site CIP Project Area to include the former clarifier site.
In addition, the City is proposing to amend the Official Plan as follows:
- Revise Section 8.2 to indicate that the Keewatin CIP is in effect;
- Add a new Schedule “C” delineating the boundaries of the three CIPs; and
- Revise Section 10.0 to recognize the new Schedule “C”.

You are not required to register in advance to speak at the meeting. You may also provide your comments in writing. Written submissions should be made on or before Tuesday, March 7th, 2017. A copy of the proposed amended CIPs and proposed amendments to the Official Plan will be available for public review beginning February 13, 2017 during regular office hours (8:30 a.m. to 4:30 p.m.) at the Operations Centre at 60 Fourteenth Street North, 2nd Floor, and online at the City’s website www.kenora.ca. Additional information can also be obtained by contacting Ms. Devon McCloskey (coordinates indicated above).
Should the City approve the amendments to the CIPs and Official Plan, a Notice of Decision will be published in the local paper and sent to any person or public body requesting a Notice of Decision. If you seek to appeal the City’s decision to the Ontario Municipal Board, any such appeal is required to be filed with the City Clerk. Details on filing an appeal will be provided in the City’s Notice of Decision.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Kenora before the amendments to the CIPs and Official Plan are adopted, the person or public body is not entitled to appeal the decision of Council of the City of Kenora to the Ontario Municipal Board.
If a person or public body does not make oral submissions at a public meeting or make written submissions to the City of Kenora before the amendments to the CIPs and Official Plan are adopted, the person or public body may not be added as a party to the hearing of an appeal before the Ontario Municipal Board unless, in the opinion of the Board, there are reasonable grounds to add the person or public body as a party.
